Local Limits
Local Limits are plant-specific limits developed by BCDES to enforce specific and general prohibitions, as well as any state and local regulations. To protect our operations and to ensure that our discharges comply with state and federal requirements, we have designed our local limits based on site-specific conditions. The following are factors that were considered in developing our local limits:
- Treatment plant efficiency
- Compliance status
- Condition of receiving water body
- Water quality standards of receiving water body
- End use of biosolids
- Worker health and safety concerns
We have developed local limits for each of our regional plants: Upper Mill Creek and LeSourdsville.
In addition to the Local Limits, we are also required to issue any USEPA Categorical Standards that have been established.
Categorical Standards are uniform, technology-based, and applicable nationwide. Developed by EPA, these standards apply to specific categories of industrial users and limit the discharge of specified toxic and non-conventional pollutants to publicly owned treatment works (POTWs). Expressed as numerical limits and management standards, the categorical standards are found at 40 CFR 405 through 471. They include specific limitations for 35 industrial sectors.
Categorical Standards and Local Limits are complementary types of pretreatment standards. Categorical Standards are developed to achieve uniform technology-based water pollution control nationwide for selected pollutants and industries. Local Limits are intended to prevent site-specific treatment plants and environmental problems due to non-domestic discharges.
