National Association of Counties
2007 Achievement Award

NACo recognized an initiative by the Butler County Department of Environmental Services.

Environmental Protection and Energy
Increased public convenience and participation in household hazardous waste recycling
By increasing the household hazardous waste collection program from one day to 18, the county more than doubled public participation and cut the per-use cost in half. Increasing access to the program helps keep household hazardous waste out of the waste stream and the environment.

MWH Soft
Best Innovation Award
BCDES received a MWH Soft Best Innovation Award for leveraging the power of advanced hydraulic and water quality modeling and GIS applications as well as genetic algorithm optimization in distribution system master planning to develop sound and reliable design and improvement solutions at maximum cost savings. The award horors the extraordinary work of MWH Soft users improving and advancing the state-of-the-art in hydraulic infrastructure modeling, optimization, design, operations, and management.

Silver Peak Performance Award
Silver Award"Peak Performance: LeSourdsville Wastewater Treatment Plant"
Silver Award"Peak Performance: Queen Acres Wastewater Treatment Plant "
This award is given for excellence in wastewater treatment as measured by compliance with the National Pollutant Discharge Elimination System (NPDES) permit requirements. Silver Awards are presented to facilities with no more than five NPDES violations in a year.

National Biosolids Partnership
Platinum Certification of Biosolids Environmental Management System
The Platinum certification represents NBP’s highest achievement in biosolids management and environmental stewardship. Agencies eligible for this award must have NBP EMS program certification and successfully met the “interim audit” requirements to maintain certification.

Financial Management
Improving the Bottom Line by Reducing Water Loss
By using selective outsourcing, capital investment and creative staffing, BCDES reduced water loss from 18 percent to 10 percent in two years. The financial savings amount to $600,000 per year.

Environmental Protection and Energy
Mobile Recycling Trailer Program
BCDES expanded the Mobile Recycling Trailer Program in 2005, increasing collections of recyclable materials to 784,173 pounds in 2005, an increase of 89 percent from the year before. Open to all county residents, the program focuses on communities where other recycling opportunities are limited. The program makes eight monthly stops in seven townships.

County Administration and Management
Premier Pretreatment Program
BCDES transformed its relationship with industrial customers by changing its focus from regulatory enforcer to partner. By providing pollution prevention education and assessments education along with financial incentives for industrial customers, BCDES has encouraged businesses to prevent pollution at the source. By implementing pollution prevention strategies, our industrial customers benefit from lower surcharges and reduced waste disposal costs.

Public Works of the Year"Section Award"
This award recognizes a section of a public works department for excellence in all areas of management: budget, safety, training, regulatory and communication with constituents.

Association of Metropolitan Water Agencies (AMWA)
Platinum Award for Sustained Competitiveness Achievement
The Platinum Award commends utilities that show an ongoing commitment to maintaining and expanding their successful competitiveness initiatives over a continuous three-year period. The award recognizes excellence in utility management and successful implementation of programs that address the range of management challenges facing public wastewater utilities in today's competitive environment.

Butler County Intergovernmental Regionalization Initiative
This award recognizes BCDES’s initiatives to build alliances and seek agreements with other municipal utilities. These ventures will improve services and reduce costs by fostering a cooperative environment in which local governments can leverage their assets and efforts in improving public service.

Personnel Management, Employee Training and Employee Benefits
Employee Training Program
The award recognizes the department’s commitment to continuing education and development of personal and job-related skills.

The department’s 40-hour per year per employee training goal has resulted in higher productivity, reduced employee turnover and increased efficiency. Employee training and education are major factors in determining the long-term success of the department and the achievement of its goals.

United States Environmental Protection Agency (USEPA)
2005 Clean Water Act Recognition Awards"Exemplary Biosolids Management Award"
The award recognizes municipalities and industries, including Tribal Nations and U.S. military commands for demonstrating outstanding technological achievements or an innovative process, method or device in their waste treatment and pollution abatement programs. The Exemplary Biosolids Management Award focuses on excellence in all areas of municipal biosolids management and is consistent with the National Biosolids Partnership Environmental Management System (EMS) Program.

Certification of Biosolids Environmental Management System
National Biosolids Partnership is a cooperative effort of organizations leading the way in wastewater treatment. The Partnership is dedicated to improving the quality of biosolids management programs nationwide and promoting public acceptance of biosolids reuse.

Ohio Rural Water Association
Exemplary Efforts in Environmental Protection Award
The award recognizes a water or wastewater system which, on a national level, has demonstrated exemplary initiatives, projects, or education on the critical role of the utility in Environmental Protection to the public.
